Yes, in this case, the ERRROR_QUAD command will indeed be common to both the quadrupole and dipole.
However, you can specify as many ERRROR_QUAD commands as you want in your file (*.dat), with each command redefining the errors for the following elements.

Either you put a tilt on the tank with ERROR_QUAD_XXX command, or you use the BEAM_ROT command in front of your tank and the same reversed at the exit of your tank. This will be more equivalent than just applying a tilt to the input beam.

I don't know exactly what you want to do, but yes you can modify these terms in the THIN_MATRIX element.
You can also apply them directly to the input beam via the "TWiss parameters" -> "Beam" button.
